The city is old and crumbling. Common folk huddle in tenements that fail to protect them from the cold winter air and subsist on rations, while the elite live it up in hillside palaces. Many are dissatisfied with this, but are too afraid to openly defy those in power. Authorities patrol and limit movement, and the Secret Police may appear at any moment to drag you away never to be seen again. The most elite and visible member of the Secret Police is Sister Kateryna, a blonde woman built like a brick shithouse who seems to have the ability to be in many places at the same time. The only comfort to the people is a pirate radio station broadcasting words of encouragement and pleasant music every night.

This radio station is run by Mykhail, a blonde-haired himbo who is always one step ahead of the enforcers trying to take him off the air. His words of encouragement contain hidden messages that allow resistance cells to communicate. He's always able to evade capture because of his secret advantage: He is dating Sister Kateryna. Or rather, he is dating one Sister Kateryna, because there are many of them: super-strong and super-tough clones created to prop up the government order. Mikhail's Kateryna is sympathetic to him and willing to tip him off when the net is closing in, but will not or can not provide any further aid to the resistance listening to his broadcasts.

Mykhail is preparing to pack up his studio and move to a new safehouse when he's approached by one of his resistance contacts. It's highly irregular but they've gained intelligence that needs to be acted on immediately, and they need Mykhail's help directly. It will be dangerous but Mykhail has to help because the fate of the resistance, his girlfriend, and the secret of his identity hang in the balance.
